How to convert video signal to NTSC

I'm using the RCA video out on my ATI Rage Pro pci to connect to my tv, but the picture is jumbled and very faint. I think i need to convert the signal to NTSC, but i dont know where the setting is to change it. Here is a pic of the screen. BTW, this is on XP Pro w/ dual monitor setup.
 
If it was displaying PAL it'd be stretched out vertically and probably be in black and white. Looks like you're just not getting signal through. Did change the input on the TV, right? 🙂 Enabled the TV out in display properties? Check cables again to start with, otherwise just a free bump.
