A couple of options that I am aware of, one of which is conditional in that the WMA must be using DRM 1.0. If it's using 2.0, it won't work, but there is a program called "FreeMe" which will remove the DRM allowing you to convert it freely. The other option is using a program such as TotalRecorder to "record" the file from the wavetable in the soundcard in real-time play to a WAV file, and then compress that WAV file into MP3. Try the former option first, as it would be the easiest, and the worst that will happen is the program will complain that the WMA is using DRM 2.0.
