Softer springs, softer shocks, and more compliant tires. Reduce tire pressures for a cheap and quick fix. However, it will compromise handling, fuel economy, and creates excess heat which could cause tire failure.

Another thing you can do is dampen vibrations coming through the frame by removing the carpeting and installing additional sound and vibration damping.

Well, done right, a couple thousand dollars at least. You're hampered from the start with the Civic because of a shorter wheelbase and a lighter weight. Also, the suspension geometry isn't set up for as soft a ride.

Still a Civic is pretty soft-riding to start, at least, the non Si models are. It'd be getting awfully numb-feeling if you made it much softer.

Sell it and buy a Lexus/Caddy or for Civic money, you can get a Corolla instead which will drive like a comfy couch.

I have a hard time believing it's even possible to buy softer springs. There is no market for that. Just buy a squishier car

I saw a late 90's Lincoln Towncar for sale for $2200 last week. You'd be set up in that.
