How to control startup programs in Win98?

I forgot the file name but I a few months ago I ran some file which controlled which programs ran at startup, I could uncheck a box if I didn't want that specific program to run at startup. Does anyone know which file that is?

I want to prevent a free ISP software from loading up automatically at startup. Thanks!
