How to clock up an underclocked CPU

Having a problem right now with my system and I have totally no idea why..........:(

Here's my rig:

AMD XP 2000 +
MSI KT333 6380E
MSI GE4 Ti 4200
Kingston 512Mb PC 2700 RAM
EnerMax 350W
Volcano 9 CPU fan running at 5400RPM now

The system is currently running at 113Mhz... when I try moving it up to 133, the system just blacks out. I'm trying to think of some reasons why the CPU is at 51 degrees even at this speed for the fan. I've moved the P/S out of the casing(mid-sized - if u know what i mean) and there's a lot of space and ventilation around the CPU.... :eek:

Anyone think I should try flashing the bios or something?

What VCore do you have it set to? You need a greater amount of Voltage to achieve a higher clock rate (generally). I would suggest bumping your VCore up maybe .05-.1v, if you can, and then try the OC, if that doesn't work, try try again. Also, you shouldn't be reading such a high temp. with that setup, perhaps there is something wrong with the CPU/Mobo? If you have another XP mobo, you might also try switching out components to try to get that temp. down, otherwise.....ummm....hehe, you're stuck between a rock and a hard place. Best of Luck!
