In Win98, right click on the desktop, choose properties, choose the appearance tab. On the sample window shown, click on the fake ok button (the item type is 3D Objects), change the color down below. Click the real OK button, or apply.
In 95/98, not that I'm aware of, unless you got some sort of skin for your desktop. I don't know if you would be able to write a Desktop Theme that would do it or not.
