Question How to change the PDF app that opens from chrome downloads

I have Chrome and I use PDFGear, which is my default PDF app. Chrome is setup to not use Chrome as the default PDF app. However after downloading a PDF from Chrome it always opens in Adobe Acrobat Reader. Now I know i could simply uninstall Acrobat but I would rather figure out what setting is causing Chrome to open PDF's with Acrobat instead of PDFGear. I do not have any extensions except Google Docs in Chrome. I know Adobe has an extension but it is not on this computer.
 
Go to "default programs". Change it there. If no option shows, scroll down to "choose by file type".

Or, right click on the file and choose "open with", then "choose another app", check the box to always use that app.
 
Download a PDF in Chrome. Once downloaded click the download arrow to show the file. Right click and choose to always open file in system viewer.
