how to change the color of win98 Task Bar?

the task bar, where the clock is, can the color of the task bar change? be made transparent?

It can't be made transparent in Win98, to the best of my knowledge Win98 doesn't support transparency.

To change the color of the Taskbar, select 3D Objects in the Item pickbox, on the Appearance tab of Display Properties.
