How To Change Letter Colors on Desktop

Running Windows 7 Pro on a Dell XPS 15 laptop.
My daughter has a custom background on the desktop that is predominantly white :\, rendering the lettering beneath any folders and icons invisible since they are also white.
Is there a way to change the letter color?
 
Regarding sillysot, the changes I keep making to the font colors aren't holding. As soon as I get off the desktop the changes revert back to default.
 
But, when you return to the desktop, do they come back? The desktop is all that is being changed. ???
 
The only thing I have applied the program to is to change the font colors beneath the desktop icons. It does that just fine. But when I turn off the laptop and restart it, the font color is back to white, making them unreadable against a white background.
