how to change co-worker's background

I haven't really used windows in a while and I can't remember how I would go about changing his background. He uses windows 2000 and locks his screen, so I won't have physical access to the control panel. However, I can get in remotely through the default windows c$ share to edit any files locally on his PC. Also, I can remotely edit his PC's registry.

I'd prefer not to edit the registry if possible, but I can do it if I need to. I just can't remember what I need to change. Can someone point me in the right direction?

Also, can I change his I.E. homepage easily?
 
If you know the actual file he is using as his background, just overwrite it with whatever you want. I'm not sure there's another way.
