How to capture video from Win CE device

Hello,
I am trying to figure out how to capture video from a vga port on a Win CE device.
I need to make training video's and need to keep the frame/sec rate above 24 fps.
What hardware, software, etc do I need?
I am looking at a vga2usb device ( www.vga2usb.com), but the capture rate seems like it will be too slow (10 fps).
