how to call back when the other side hang up

my uncle just called me , but i accidentally hung up. So how do i call back to him. Help thanx
*69 seems not working any other way? (*69 seems tell me to follow manual instruction, do i need to pay phone comapany for call back service?)
So what's the number is operator?
