How to build a room with total silence so that the outside noise could not be heard at all? What's the cost?

$1, plus tax:

1.) Go to dollar store.
2.) Buy screwdriver.
3.) Jam into right ear.
4.) Repeat step 3 but with left ear.

Not that expensive if you don't need total silence.
1) slab floor and outer building.
2) suspension floor
3)multiple isolated walls on suspension floor.
That will get you PDQ (pretty damn quiet)

btw DONT go into an Anechoic chamber unless you wanna know how bad you damaged your hearing as a kid with loud music

Head to olds basement...not much to make noise there as everything knows to stay away from that area.

That is the roughest chamber that I have ever seen. No ventilation, no cooling supply or return air. IMHO, amateur at best.

Pretty rough but seemingly effective. Just from his description it sounds pretty creepy quiet. Hell I somewhat understand, insulating my attic up from essentially R-0 to R-60 on the attic floor, and R-30 on the attic wall/ceiling it was fairly quiet at the end when I put the last few pieces of insulation in. Could only hear my breathing...and my house, especially upstairs is dramatically quieter.

A pretty simple, effective, and cheap way to go would be to buy/build some noise canceling headphones.
