how to browse icloud?

Before upgrading to ios8, I needed to clear enough space on the iPad mini. I backed up my photos and videos and then delete the videos locally. Upgraded the OS, and now I want to be able to view or restore the videos back onto the iPad but it seems there no way to browse what's on the cloud. What steps do u need to take? I tried enabling photostream after sharing it but it seems it's for new stuff from that point only.

I can see icloud usage is about 500mb so I know it's still in the cloud.
 
The only thing you can do with a backup to iCloud is to use it for a complete restore of an iOS device. There is no way to view the contents of the backup.

iCloud has other capabilities such as the ability to sync Contacts and those you can log in to iCloud.com and view and edit. But nothing like that for photos. Even with Photo Stream you can not view the photos at iCloud.com
