How to block ip?

I've been having some problems with internet connection lately so I installed Black Ice Defender and to monitor my connection. Come to find out the reason I've been having so many problems is because some jerk in Yugoslavia is constantly pinging or trying to connect to me. Thousands of times a day some days. I have no idea who this is or how they obtained my address. So, I called my ISP (QWest)to see what I could do and they pretty much told me to go away. Typical for Qwest. So what else can I do? I have the incoming IP address banned in Black Ice but that doesn't prevent the incoming pings that clog up my DSL connection. Any help would be much appreciated.

I have the same problem - but from some bastards in Brazil.

Do what I do - flood them with malformed/bad packets right back. I did a quick portscan and found only SSH open - but I just flood them all day - from work and from home.

That's about all you can do. You can also go to ARIN.Net, input the jerks IP address in the WHOIS section and see who their ISP is. After that, you can try shooting them an email with some log files of their constant DOS attacks. They MIGHT do something for you if they're nice. I reported my problems to Above.net's NOCs and they didn't seem to care. But, you may have better luck.

I just talked to Qwest again today and asked them if I could change my IP address but they again told me to get lost. So I am now switching to McLeod cable internet. Not before I destroy the persons system that is messin with me. I traced there iop back and found that they have a ftp set up so I'm gonna have alittle fun with them.

Qwest problems, Wow I have had nothing but good with Qwest, but what I would do is load At Guard, you can set a permission or a rule to reject anything from his IP. He of course can still ping you just as I could, but with At uard, it will ignore it if you have a rule set up. I like it alot.
