How to be safe with paypal?

I know paypal is horrid and people can withdraw payments after you've sent out a item etc... and theyll invesigate but 95% of the time, by the time they decide, the money is gone. So what is the best way? A 2nd checking account that I transfer into and then transfer the money into another checking right away? What is THE fastest way to get the money out of the paypal account and into a account paypal can't touch?
