how to apply thermal paste to cpu?

I also would like to know what to do for best cooling. My Duron 650 CPU (L1 bridges intact and I just purchased it, serial no ...50264, not sure how to tell what week it was produced) has 4 pads at the corners. Am I supposed to remove these for best cooling? Also, I have a hybrid chrome and gold orb cooler (it's silver with modified clips, but doesn't have the rectangular planar bottom) that has a thermal pad in the center. Will it make that much difference in the cooling temp if it's removed and thermal paste applied instead? Thanks!

Very thin layer.

Make sure it's smooth on the plate. Apply it to either the heatsink or the cpu itself.
