How to apply compound

When you put this stuff on, are you supposed to put a thick layer or a thin layer? Like the amount that would fit on your pinky? Should the blue part on the chip be completely covered so the blue can't be seen? Are you supposed to put it on the chip or the heatsink, or the chip and the heatsink? Are you supposed to do it with your finger or with something else? Also what is the highest operating temperature anyone should run a PIII coppermine at?

Highest about 60 C, I think, dunno for sure. And I used an old credit card to apply a very thin layer to the cpu core, not the heatsink.
 
Apply a very thin layer. I stick my forefinger into the corner of a baggie, wrap it tight and then apply the compound. No muss, no fuss. I keep a razor blade handy in case any touch up is necessary.
