How to adjust mouse wheel speed and make it stick?

This is something I fought with when I first installed, the mouse wheel makes like 20 pages at a time go. I managed to get it down to 3 lines after screwing around in xorg and copying and pasting stuff that I found on Google. It worked flawlessly for several weeks. Suddenly today after installing a second hard drive and windows, now it crapped out again. I don't see why it would make a difference especially considering I had unplugged the drive before installing Windows. Now the scroll wheel makes it go crazy again. It's a Microsoft mouse, no idea on model, it only says Microsoft on it. Nothing on the bottom even.

The scroll wheel on that mouse has always been finicky even in Windows too though but not as bad, so maybe a new mouse is a better solution? Need a wheel that has "steps" for more defined scrolling. This thing scrolls all over the place if you look at it funny as it has no steps. Just a slight touch and it starts going crazy.
 
I've never been a fan of modern Microsoft mice for exactly that reason.

Regarding mousewheel settings, that's normal controlled by your desktop environment, and in certain cases, your program.
