How to access BIOS of Toshiba laptop?

I have an old Toshiba 4090XDVD laptop. How can I access the BIOS? On my PC I hit Delete to access BIOS, but this does not work my Toshiba laptop.

What do I need to do access BIOS on that laptop?

If memory serves, start hitting F1 as soon as you cut the power on.

My Toshiba laptop has a Windows utility that changes BIOS settings.
