That is the new dress falling down over the old one.

The bit that impresses me is when she changes outfits and doesn't leave one on the floor.

America's Got Talent seems way too much like the old Gong show. Pretty bad.

You will notice than when they go from a long dress to a short dress, she is always in some sort of tent where she can leave behind what she removes. When she is walking around and changing, the outfits always get just a little bit longer than the prior one. She starts off in a stack of outfits and either removes them or releases fabric at the top to fall down over the old outfit.

Their tailor is a genius...

It's probably just one or two outfits than can be sort of flipped inside out with a simple motion. Notice how she doesn't show her back very much. It has something to do with the fact that the dresses only have to seem the same from the front, and there is probably only one button on the back holding it up.
