How the heck do I turn off Voice Command in WinXP?!?

Like the topic says, every time I boot to XP, a balloon appears at the top saying 'Microphone is on" or "Voice Command". When I go the Speech options, there's nothing to disable it, just voice training settings. Huh?
 
I'm not sure about just 'turning it off' but I do know how to completely get rid of it. You can modify the installed programs from the Plus! pack or retail version of Office XP and just remove it completely. If you have the 30 day trial version of Office XP, there is no way to get rid of it, you have to uninstall the trial office xp or hit ctrl-alt-del and manually kill sapisvr.exe and ctfmon.exe every time you boot and everytime it decides to start up. Sapisvr.exe can suck down 50-97% of cpu time when active and hog at least 22mb of ram.

Disabling the mic doesn't seem to have any effect on the program whatsoever.
