how the change the refresh rate?

Goto to control panel then display. Then click on the settings tab. Then click on the advanced button. Then click the adapter tab and you should see a combobox with the available refresh rates.
 
Do you have your monitor drivers and video card drivers installed correctly? Usually though, it will automatically be set to the optimal refresh rate. If your monitor has an info button, press that to see some stuff, one being the refresh rate. Then see if that refresh rate is the max that your monitor supports by checking the manual or monitor website.
