How Technology Could Help New Orleans

My senior year and one of my REQUIRED courses wastes our time with retarded busy work! We have to submit a paper on how some novel use of technology could have improved the New Orleans disaster during, before, OR after. If you have any ideas, please feel free to share.

Edit: I guess I need to clarify, what makes this more frustrating is it needs to be a technology that applies to the area of study, Electrical Computer Engineering. I.E. Wireless/electrical technology (but not cellphones) that is used in a new and novel way.
 
I do my own hw, LOTS of it, which is why I get pissed that my college decides my senior year, when I have 16 hard credits, is the best time to tack on ANOTHER 3 of busy work.
 
THE DUMP TRUCK, we could have used this to build the city at sea level or higher! Problem solved.

Seriously though,

There are a lot of things that could help, reinforced water levys, more powerful water pumps, a chemical that could safely sterilize great amounts of water to prevent disease. Etc.
 
Right off the bat you could probably get enough info to write a decent paper just with the threads about Katrina.

As for technology, I'd say cheaper more efficient concrete structures (nanotubes) that could have been used to build levees.

and when trouble happens they form this giant new orleans robot protector guy...that we could call umm...woltroon (so as not to infringe on patent copyright or trademarks)

Dude, go to the library and grab a few EE journals and look at some of the technologies. We are not going to do your HW for you!

Did i ask you to write a paper? no, just for some ideas. I'm still the one who will have to spend hours researching and writing, just was hoping that ATOT might give me a few ideas. And I could go get some EE journals, but if I didn't have to, I wouldn't. And it's not like I'm asking you to go read some for me. Just bust out a suggestion if you have it. Or make me laugh, whatever. wooltron. heh.

carbon nanotubes are expensive as hell. if they were cheap, they'd be all over the place.
