Walters had surprised an airline pilot, who radioed the control tower that he had just passed a guy in a lawn chair. Walters paid a $1,500 penalty for violating air traffic rules.

Air traffic rules exist for a reason. However, I'm not totally against this, so long as these people don't put anyone else in danger.

why would it be illegal? Hot air balloons are ok to fly so why cant a guy in a lawn chair?

That was the ORIGINAL guy...there was nothing in the aritcle about the current guy getting fined.

As long as he doesn't "balloon" in a TCA (terminal control area) then what is the problem? The original guy got fined because he did his ballooning in airspace he was not supposed to be in.
