How should I set up my drives, and standoff issues

I'm setting up a new pc tomorrow, my natural inclination would be to run the drives like this
IDE1: WesternDigital ATA100 hdd
IDE2: DVD-rom, cd-rw

Is there a better way? The cd-rom is a pioneer 106s which can go udma66 I believe

Also, what's the right thing to do with mobo standoffs? Does it go, standoff, paper washer, then motherboard, and secure it all with another screw? Or do you not need the paper washers?

CDs are best in the cfg you have described (if you have no other IDE devices).
Not sure about the Ultra66 on the Pioneer drive.

Paper washers? Prolly not as long as the mounting studs do not touch actual circuit traces on the mobo. There should be a little ring of free space around each mounting hole on the board.
