How should I handle surface rust on a trailer?

I bought a cheap dual axle trailer yesterday that has surface rust, I would like to get the rust taken care of and put some paint on it. I am thinking about using my grinder with some kind of pad made for stuff like this. I am open to suggestions on what should I use to prep and paint it after I take care of the rust? I will be doing this at my house so keep that in mind

If it makes you feel better, go ahead and tackle the project. In reality don't waste your time and money.
I have much experience with trailers, most rust is from rock chips.

Is it just a black steel frame? If it’s just surface rust I’d just spray it over with black rustoleum one step or the primer and same. I wouldn’t spend much time prepping it. If it’s a big area you could spray rust converter over it first. Nobody’s going to be nit picking a cheap steel trailer imo.

Angle grinder with a wire wheel, metal primer, enamel top coat. Rustsoleum would be one cost effective alternative. If you were to keep it long term then spending more on high durability paint might make more sense.
