My brother has a KDS 17" monitor and it has 3 pins missing on the end that connects to the video card. We don't have the pins and the other end of the cable is molded to the monitor. In other words, it can't be unscrewed from the monitor. I'm not sure if i should try to put some pins in or just try to replace the entire cable. What do you think?

It is entirely normal for a VGA connector to have missing pins. They are not used and are simply not there on most cables.

He said one day he just got no response from the monitor. It powers on, but says its getting no signal. I tried reseating everything and the computer acts as though its booting, but no picture. wt?

Monitor or video card died if it looks like the system is booting. See if you can borrow one or the other from a friend to test.
