How safe is Bolivia?

I just got off the phone with my mom and she told me that my sister wants to go to Bolivia. My sister is currently in Chile, doing some volunteer work before she attends College (got into Tufts but defered for a year). Currently she is living in Santiago and doing some volunteer work at an orphanage.

Anyways, I always thought Bolivia was a rough country for americans, but I couldn't remember where I got that thought. How safe will she be there if she were to live there for a while? Bad place or am I just prejudice?

EDIT: just to add a few more details, this trip is (and has been) fully funded by my parents. She has some money, $4000 tops, that she has been saving over the course of a year or so for this. So she has in her power to travel there anyways, although I don't think she would do that.
 
she's 18 and therefore she's legal. that doesn't really bode well for being on your own for the first time anywhere.
 
They're the third largest producer of cocaine, so take that however you want.

As for their hate of Americans, it probably isn't anymore than Chile. I'd expect more in Chile anyways.
 
Well, I am from Peru and I have been in Bolivia a couple of times (When I was 14 years old ). They are, mostly, nice people. If she knows spanish , her life will be a whole lot easier. Depending to what part of Bolivia she is going, it's not more dangerous than NYC. Compared to Chile, Bolivia is poorer but it's got more history and interested places to visit. Of course, Peru has got better places to visit than Chile and Bolivia have though.

yeah she is still strugling with spanish. She probably speaks at about a 1 year level at the moment. What she is really struggling with is the dialect and the accent. She has been hearing mexican spanish her whole life, and as you must know, its quite different then anything in south american.

yes , it is quite different in every hispanic country. Every country in South America uses a different dialect and different accents. As long as she is able to communicate, I guess she 'll be alright ( dependind to what part of Bolivia she is going)

my sister lived there w/ her husband and daughter for 2 years. they never had any real problems. the people there are kinda backwards, i mean they aren't exactly well educated. i'd worry about things like petty theft, that's about it. but i dunno, i'm not an expert.
