I saw one advertised for $3200, new tires apparently. 164,000 miles.

How reliable would this car be?

160 k on a turbo car is quite a bit,
take off the intake pipe and see if theres play in the turbo shaft. The main thing i would look for is a regular maintenance and use of synthetic oil.

GTIS are fairly reliable in general though, my friend has a 99 gti and never had problems (plus hes pusshing some 240hp)

VR6's aren't turbo'd. As for the car itself, you'll be doing A LOT of wear and tear replacements - timing chain at that point, suspension parts, fuel pump, clutch possibly.

In one year, you could feasibly pay as much in repairs as you would for the car.

I think that's potentially true with any car. The vr6 motor will run forever. The other parts of the car, however, have some problems. Most notably, window regulators blow every year or so (for power windows). They are an easy fix, but still annoying. There are other problems with the cars, but usually they aren't serious and can be done rather quickly. Get the thing checked out thoroughly with that many miles.
