How old do you have to be to rent a car in California?

Anyone know what the minimum age is to rent a car in California? I used to live there (till age 13) and now I'm in college and a few of my buddies and I want to make a trip out there but don't know how old you have to be to be able to rent a car? Is it 21?
 
It's not a function of state, it's a function of the rental agency.

The only legal requirement is 18, since you can't enter a contract before then.

Under 25 if they rent to you at all you'll be paying significantly more.

Most places its 25. Although many will rent to 21 y/o for an additional charge.

I'm 21 and have rented a car...
 
Actually, Budget rented to me when i was 19. But my insurance company picked up the ENORMOUS amount i got overcharged because i was so young.

how did you insurance company pick up the extra amount? they'll pay for your insurance on Rentals??? (I'm 20 as of this past March)
