That feels hard to answer because there are some many variables to the pricing of these devices.

Moto G's price varies a lot depending on which carrier you use. I believe Verizon still sells their's for $99. I saw a carrier yesterday mention their price for the Moto G started at $130. But the catch is the phones are locked to those carriers. The regular unlocked Moto G has been at $180 since launch, so it hasn't really changed.

The Boost version (which is easily flashable to PagePlus) was $80 for like a month at Target. So yeah...

Yes but if on a budget one would assume he'd be using prepaid anyway and verizon has good coverage.
