How much wattage does a RTX3060 use when not gaming?

I'm building a new HTPC that will be on 24/7 so power draw is an issue, especially as I'm not really a gamer but would be nice to have in case I wanted to use it. I actually think a GTX1650 Super would suffice but for the price difference a 3060 is a better choice--unless it uses more power when not gaming.

It's a MSI card I am considering, & 13w is acceptable & what I've found searching forum posts, etc as well.
