How much variation in temperature / heat production between different samples of the same cpu?

Given the same make and speed rating (e. g. AMD Athlon XP 2500+ with the barton core), how much variance in operating temperature and heat production is there between different samples?

More generally, what determines the heat output of a particular cpu?:
- actual speed cpu is run at?
- voltage applied?
- other?
