Enough to put a small layer over just the core (center of the CPU). Make sure it is even and there aren't any places that have more than others, because this will effectively trap more heat, rather than conduct it. I used a small piece of cardboard to even out the thermal paste and it is extremely even. Just keep it even and don't put too much.

you wanna make sure it's flat...good measurement is paper thin...cause that's how much artic silver you're supposed to put on according to the guide. You don't wanna put too much cuz when you're HSF comes down on it...you don't wanna have it squirting out all over the sides like a Carls Jr. Superstar. Use like a guitar pick...that's what i used...or anything flat and plastic...ppl used credit cards too. And spread it around...make sure to clean off you're HSF with rubbing alcohol b4 application.

The arctic silver doc explains that one needs to apply some to the hsf, then remove it with alcohol/nail polish remover, is this necessary if the hsf is brand new?

You should apply it exactly like this. And do yourself a favor and make sure you're using the good stuff - Arctic Silver II.

Yes...because who knows what might be on those HSF's. Man...anytime your dealing with not only expensive but sensitive materials like the cpu...it's always good to make extra precautions. When i got my swiftech-462a out of the box...i cleaned it off...applied the artic silver on it...so the silver could get into the grooves of the copper base. Then i applied a paper thin layer on the cpu, then wiped off the artic silver on HSF..and put it on. Time consuming but better safe then sorry. Also, i heard copper is one of the dirtiest metals around...when i cleaned mine brand new...all this bronze gunk came off...lol. Make sure you use a lint free type of fabric when cleaning it! (something like one of those eye glasses cleaners)

What exactly does applying it on the cpu and then removing it accomplish? Any suggestions where I can get lint free cloth, I have none...
