How much should it cost to replace a bumper and a headlight?

For a 2000 2-door Honda Accord. It was in an accident where it was hit with an oncoming vehicle on the front right-hand side; no mechanical damage was reported, but the bumper and front right headlight will need to be replaced and re-painted. The work was quoted at a price of $950 for parts and $2,000 for labor. Does this seem high/low or about right? Apparently the auto shop said they would have billed the insurance company $5,000 but since the owners only have liability and were at fault, they are responsible for the entire bill and the auto shop says they are offering the parts/labor at a significant discount.

Should the owners renegotiate? Is offering to pay in cash an incentive to lower the price? Right now the auto body shop is charging $36-65/hour for labor, and is billing 8 hours for replacing the bumper alone.

Too high, shop around

I had my bumper repaired and repainted for 300 bucks

Even if I had to replace it, it would only cost a few hundred more.

is it just the bumper cover? if so that's nuts, they just screw on. I know bumpers and headlights are expensive but there's no way that takes 8 hours

a bumper from honda costs like $600, and one headlight costs around $300. it shouldn't cost anymore than $500 to paint the bumper, another couple hundred to remove and install the new bumper and headlight. price range should be around $2000, unless there was frame/structural damage.

Yikes!

I'm going to call a few other shops for an estimate and see if the price quoted by the auto body shop can be beat. If so, the car will be taken elsewhere for repairs.
