how much should I spend on a card to avoid this issue?

long story short when I play even 480p or 720p youtube videos or movies ...

I get these horizontal lines now and then :/

I've tried two cards now

Its an issue with the rendering. Probably corrupted drivers. Try turning off/on hardware acceleration and see if there is a change!

You shouldn't have a line with any of those GPU's. Maybe its your monitor as well, since you claim you don't get them all the time, so maybe a monitor issue! Its clear its not GPU issue, since you've used two GPU's and the issue persists.

So either driver/operating system problem or monitor problem!
