how much power does the laptop fan use?

I have a Dell 700m that has a 40mm cooling fan at 5v. I not sure what its ratings for amps and watts are but I looked at some similar fans and .75W, .15A seems to be average.

How much battery time would I lose if I keep the fan on the low setting 24/7 compared to if I just let the compter decide when the fan needs to kick in? I currently get a bit under 4 hours with normal settings.

The reason I ask is because the fan doesn't turn on until the laptop gets extremely hot, and this gets very uncomfortable.

I'd say it probably uses between 0.5 and 1.5 W... more than that would be a lot for a fan of that small capacity.

It's not going to make much difference. If you want a better answer ... well ... you're the one with the laptop. Test it.
