phpbb is free, so is simple machines forum

there are lots of free ones.

smf, phpbb

then there are several paid for ones.

vbulletin, IPB, fusetalk.

if you use fusetalk, i do believe you can expect your forum denizens to come to your house with torches and pitchforks. it's in the fine print. and your ass is gonna hurt.

I would suggest not purchasing forum software as your board will most likely fail. That is a simple fact. Forum software vendors, like bbs vendors of old, make a majority of their sales to people who desperately want a human connection but are too socially awkward to do so in 'the real world'. These people purchase forum software in the hopes that someone--anyone will post there and make a connection with them. The problem is that these poor souls are alone because they have nothing of value to others, in both real life and the internet. That is why their forums fail. Do you have anything of value? Probably not.

Free doesn't mean it is best, so as non free. Know your requirements, limitation of software (KISS is the day to go, more features mean more problems), limitation of hardware, upgrade/growth path, and portabilities (do not get sucker into a marriage with one bad system).
