Although, when you pay the use taxes on your state tax return, don't you just pay the
state tax? When you go to a store or are forced to pay it online, you have to pay state + local + municipality taxes (if those exist for you). For example,
Alabama lists the general use tax rate as 4%, but purchases made in-store or online with a local presence are taxed at 8% (4% state + 4% county/local). So, even though people still like to preclude taxes, you usually pay less taxes.

Neat little trick, my AmEx card gives me 6% cash back on grocery store purchases (but only 1% on Amazon). So just before I make a large purchase, I go to the grocery store and buy an Amazon gift card for roughly the amount I'm going to spend. They have custom value cards that you can load up in any amount.
Hmm that's not a bad idea, but for my Chase Freedom, grocery store purchases are one of the revolving types. If I want a permanent 5% off, I just go to Target. If I remember correctly, the only gift card they won't discount would be their own, but PlayStation Network, Amazon, etc. are fair game.
