i read that the plasticky materials used in the interior was very tacky. haven't been in a new civic yet.
the SE-R has a 2.5 liter 170hp engine
the SE-R Spec V gets 180 or 185hp with the same engine, but with a tuned exhaust system or something. it also gets LSD, bigger rims, Rockford Fosgate sound system and a whole bunch of other goodies. definitely get the Spec V if you can drive manual and find one. it'll only be a thousand or so more than the SE-R.
both should be available by fall of this year. keep your eyes open, i can't wait

oh, don't mean to correct you or be picky, but it's dubbed Spec V, not V Spec. the V Spec is specially reserved for the one and only Nissan Skyline. Nissan felt Spec V should only be associated with the Skyline and nothing else. I had to get used to saying Spec V myself
