How much does the motherboard have to do with the FPS?

Are there any websites that benchmark this statistic? would a high end video card in a low end mobo slow down performance?

A high end motherboard makes practically no difference directly, although it can contribute to better CPU overclocks.

Not sure exactly what you mean. If you take 2 motherboards that have the exact same specifications, chipsets, and hardware, there should not be any different. Maybe a frame or two (as some benchmarks suggest), but that's hardly anything and probably has nothing to do with the motherboard.

While it generally makes no difference a better tuned and refined BIOS can net you a few more FPS (~4 or so). Generally no though.

i generally spend a lot on my motherboards, because things just seam to work so much better. Ive bought very cheap boards (40 bucks) and had usb not work, and constant freezes, etc.
