How much data can be stored on a DVD-R Disc?

I just bought some Ritek dvd-r media, it lists the capacity as 4.7GB but when i go to burn data i can't burn nearly that much onto the discs. So far i can burn about 4.25GB, maybe a few MB more. Is this normal? With cd-rs I know that you couldn't burn exactly 700mbs on the cd-r but you could get close. (about 695-698Mbs)

It's the old megabyte size thing - 1,000,000 bytes (storage device/media makers use this), vs 1,048,576 bytes (Windows uses this).
The DVD-R holds 4,700,000,000 bytes. Windows' report of about 4.25GB is closethen - 1,073,741,824bytes per Windows Gigabyte, * 4.25 = 4,563,402,752 bytes. 4.3772GB should be the max capacity, according to Windows.
I've heard the term gigibyte used already too - I don't know which is which though. Or if gigibyte is even an accepted word.

Its actually 4.36 gbs. It says 4.7 gbs but that is because it is using the old style of mbs and gbs and kbs... as stated by Jeff7.
