Not too many 845 boards have active heatsinks (fans), but the ones WITH fans have much less surface area, sooo.. You may want to contact the manufacturer, they might just send you a new fan. Did it just die? Or is it really noisy?

take out your fan, peel off the sticker carefully then add 1 drop on oil in there;then put back the sticker & replace the fan back on.

This should fix it.

Unless you're running high FSB or overclocking, I doubt there will be any damage at all. Most mobo chips use passive cooling, and the ones that use a fan are more likely for show than anything. If you have decent cooling in the case (good air flow from intake and exhaust fans), I would not worry too much about it. If not, then you should replace the fan.
