How much control does McCain have over the Republican parties campaign?

I wonder. Since McCain opted for public funding he absolutely needs and is dependent on the vast sums of money the Republican party is using to fund err..., support, err... promote Republican candidates, including his campaign.
Correct me if I am wrong, but isn't McCain not allowed to co-ordinate openly with the Republican party on how and what they do to support his campaign? Isn't that a condition of the public finance law?
Now I know that some co-ordinating is going on. I just want to raise the possibility that the Republican party may be dictating to McCain as much as McCain is dictating to them.
