How much better is a dual xeon 2.8GHZ compared to a Pentium 3.0 GHZ

This question isn't meant to be as stupid as the title implies.

I'm looking to buy a dedicated server to host the AT CS and DoD source servers on. My current host is awful.

I can either buy a server with dual xeon 2.8 ghz, and 1 gig of ram, or a pentium 3.0 ghz with 1 gig of ram.

If I wanted to run 2 or 3 32 man gameserver swhich are regularly full, would either of those be sufficient? Or is it necessary that I have the dual xeon 2.8 ghz? Also, is the 1 gig of ram they offer enough? The server is running windows 2003.

Also, is there any chance anyone knows roughly how many servers I could run off that? 32 player source servers that is.
