Officially, the amount of beer one can bring through customs duty-free is 1 liter. Each liter thereafter is supposedly taxed at 16 cents per liter.

Bier in carry-on luggage on numerous occasions and was not taxed. It depends upon the POE. Make sure you declare it and U.S Customs won't bother you. U.S. Customs also cuts active-duty military a lot of slack. Still, even if you must pay duty, 16 cents per liter tax isn't much.
