No, that's not correct... you were forced to download the flash plugin but it doesn't necessarily mean you need version 7... and it doesn't mean it was developed with Flash 7 capabilities only. It's just cause it's the latest, that's what's provided as the download. That menu could've been done with Flash v4 plugin req's and it should still work. The only question is if the developer published it REQUIRING v7, then it'd be a waste of people's time, as flash penetration statistics show most have the old ones already. Again, I see no reason he couldn't have used as low as v4 to publish.

As for not needing flash for the navigation menu at all... let's just say it's easy enough to build in Flash if you were going to put those graphics up anyway. The header is already Flash, so I don't see a reason why they don't necessarily have to use Flash for the nav menu.

Find out what version of Flash you currently have.

I have flash 7 player here, it installed with Macromedia Flash MX 2004 🙂
I don't think there is anything wrong with using flash to make the navigation, a lot of sites do that. It's very very easy to do with flash.
Though I agree he shouldn't have published the site using version 7 and could have easily published using version 5 or lower.
