It depends on what the bitrate is. You can, in theory, cram over 2 hours of footage on a disc if you lower the bitrate enough. My rule of thumb is no more than an hour if you want decent quality (coming from a DVD source). If there are a lot of scenes with fast motion, you may want to use less than 60 minutes per disc.
but if you change the bitrate or anything else that is differ then the standard requirements for vcd or svcd, it would become xsvcd, xvcd, or cvd. Most DVD players are capable of dvd, vcd, and svcd; but only some are capable of xsvcd, xvcd, or cvd.
