How loud is 25dB?

So, how loud is 25dB? Please give me a comparison to something because I have this Corsair TX650 V2 that I wish I never bought and its not that silent when I'm sitting a meter away from it.

Is it audible? Could you hear it easily if the room is very quite or would i be just a light sound in the background?
 
25db is not loud, but also not really quiet. Most good PSUs on silentpcreview.com are under 20db and the best ones are ~12-16dB. And they measure it in anechoic chamber.
 
Is 25 dB the sound level that Corsair claims? Manufacturers' published dB numbers are widely known to be inaccurate.

Yes it is on corsairs website for this particular PSU. On idle-325 load its 25dB.
325W-650W load its going up to about 42dB on full load.

Its just that I hear this sound, like air-moving but nothing mechanical. I checked the version 1's of this PSU idled at 21 dB. Thats 1/2 the noise at idle then the V2!!
And the fan is NOT moving anywhere near 40dB otherwise I would not be able to stand the continuous noise. I think maybe its just within spec.
